Segment 1 covers two constructs from CDCR's Department Operations Manual: Use of Force policy, and Peace Officer Authority and Mutual Aid.
Use of Force policy
This construct covers what the DOM requires of the supervisor who responds to a use of force — the force options available, the criteria for deadly force, the controlled-force process, and the reports that must be gathered before anyone involved is relieved from the scene.
Peace Officer Authority and Mutual Aid
This construct covers where a CDCR peace officer's authority runs, what separates an emergency request for assistance from a non-emergency one, who may authorize each, and when the cost of that assistance can be recovered.
What this segment does NOT prepare, stated plainly
CDCR's own Segment 1 sample question is answered according to a Restricted DOM section (the 55000 series), which is issued only to need-to-know positions and withheld from the public manual. This product prepares the PUBLIC-DOM portion of this segment — the two articles above — and does not prepare the R-DOM-keyed portion.
CDCR publishes no figure for how much of Segment 1 is R-DOM-keyed, so there is no denominator from which any percentage of coverage could be computed, and none is stated here or anywhere else on this site.
