What you have to take

Three segments, one of them only partly preparable

Bulletin 3CE04 states the plan in a sentence: the examination will consist of a written test weighted 100%, and a minimum rating of 70.00% must be attained. The written test consists of three components — Policy and Procedures, Reading and Writing Comprehension, and Supervisory Skills — and the September 2023 study guide describes each of the three and prints four sample questions across them.

What makes most of it preparable is that CDCR names the corpus and publishes it free: the Department Operations Manual, Title 15 of the California Code of Regulations, and the Penal Code sections the manual incorporates. What makes part of it unpreparable is that CDCR answers its own Segment 1 sample from the Restricted DOM, a manual it issues only to need-to-know positions. That limit is stated here, on this page, under the buy control — not buried in an FAQ.

Is this examination open to me if I do not already work for CDCR?

No. This is a multi-departmental promotional examination and every candidate is already a serving state employee — in practice, a Correctional Officer.

How much of the examination does this cover?

CDCR publishes three segments for this examination — Policy and Procedures, Reading and Writing Comprehension, and Supervisory Skills — and this prepares all three. That is a count of segments, not a percentage, and it is deliberately not stated as one: CDCR publishes no item count, no duration and no weighting between the segments. Segment 1 is prepared in part only: CDCR keys part of it to its Restricted DOM, which it issues to need-to-know positions and does not publish, and it publishes no figure for that portion's size — so no percentage of Segment 1 is claimed here or claimable by anyone. Anyone quoting you a percentage has invented it.

What is the Restricted DOM, and why does it matter here?

It is the 55000 sequence of the Department Operations Manual, which CDCR issues to need-to-know positions and withholds from the public manual. It matters because CDCR's own published Segment 1 sample question is answered from it. We say so rather than implying full coverage of that segment — and we do not guess at what it contains, because a guess sold as preparation is worse than a gap disclosed.

When is the next examination?

CDCR has not announced one. The last administration ran 4 to 10 December 2023 under bulletin 3CE04, and CDCR publishes no cadence for this title, so we do not predict the next one. The material does not change while you wait: the Department Operations Manual and Title 15 are what the examination is written from.

How long is the examination and how many questions does it have?

CDCR does not say. Neither the study guide nor bulletin 3CE04 states an item count or a time limit. Both practice papers are 35 questions in 50 minutes. That length and that clock are RankHigh's own — CDCR publishes no item count and no time limit for this examination.

Are the seven topics the examination's structure?

No. CDCR publishes THREE segments. Two of our splits follow CDCR's own documents — the guide prints two different task formats under Segment 2, and the bulletin's Scope list spends three of its fifteen entries on equal employment opportunity — but the seven topics are our subdivision, made because a candidate told only 'you are weak on policy' cannot act on that. No topic carries a weight.

Where do the questions come from?

The public Department Operations Manual and Title 15, which CDCR's own guide recommends, together with the Penal Code, Government Code and Cal/OSHA provisions those documents incorporate. Every question is original and carries the section it rests on. Nothing is taken from a CDCR sample question, a commercial preparation product or any study group.

What does the score actually buy?

A position on a multi-departmental promotional eligible list, at a minimum rating of 70.00%. CDCR states that eligibility runs until a new Correctional Sergeant examination is given and may be abolished after twelve months of establishment, and that veterans' preference and career credits are not granted in promotional examinations.
