DIRECTIONS: Each situation below puts you, as a police lieutenant, in a position where accepted police practice settles what should be done. Answer from that practice applied to the facts as the situation states them. An officer brings you a knife recovered from a public stairwell at a stabbing scene. He carried it to the station in his jacket pocket and says he handled it by the blade only. No photograph was taken of the knife where it lay, and nothing has yet been written down about where it was found.

What you have to take
One guide, two ranks, and a date your own agency sets
The New York State Department of Civil Service writes and rates one test for Second- and Third-Line Police Supervisors, under section 23.2 of the Civil Service Law. It covers Lieutenant and Captain. What it does not do is schedule anything: each local civil service agency outside New York City announces its own exam, gives it its own examination number and keeps its own eligible list. Orange County administered #70981010 on November 9, 2024 and #70018150 on October 18, 2025.
So there is no statewide Lieutenant test date, and this page does not print one. New York City is outside this entirely — NYPD runs its own promotional examinations through DCAS, scored on the Department's Patrol Guide. If your announcement points you at the state's Second- and Third-Line Police Supervisors test guide, this is your examination.

What is the passing score?
The Department's guide for this series does not state one — "passing grade" and "passing score" both return zero hits in it. Your own examination announcement is where a passing mark would be published, so read it rather than taking a number from us or from anyone else quoting one without a source.
How many questions are on the real test?
The Department does not publish a total for this title. It publishes a six-hour overall time allowance, and inside subject area 3 it publishes per-task counts — a page of notes followed by five questions, two Information Presentation questions from sentences, and three Paragraph Organization questions. That is the internal shape of one area and not a total. Any total you see quoted is somebody's estimate, and it is not ours.
How is each subject area weighted?
Not published. The guide names the five areas and does not say how many questions come from each, so nobody outside the Department can tell you. That is why this package states a count of subject areas and never a percentage of the examination.
When is the next test?
There is no statewide date to give you. Each local civil service agency schedules its own exam — Orange County administered one on November 9, 2024 and another on October 18, 2025, eleven months apart. We have not read a 2026 announcement, so we claim no frequency and name no next date. Watch your own agency's announcements.
Is this the NYPD lieutenant exam?
No. New York City runs its own promotional examinations through DCAS, scored on the NYPD Patrol Guide. This is the New York State Department of Civil Service's Second- and Third-Line Police Supervisors test, which local civil service agencies outside New York City administer for Lieutenant and equivalent titles.
Is this the same as the Sergeant exam?
No, and it is a different document. Sergeant sits the Department's Police Supervisors/Investigators guide; this is the Second- and Third-Line guide. Four of the subject areas have the same names, but the fifth is different — Sergeant is examined on supervising a work unit, Lieutenant on planning and administering police programs — and every question in this package was written again at this rank.

Will this prepare me for Captain?
The same Department guide covers both Second- and Third-Line ranks, so the five subject areas are the same ones. But this package is written at Lieutenant rank, and the guide says its area 3 content is set at a level appropriate for the ranks being tested. We sell it as Lieutenant preparation and do not claim it is a Captain product.
Which year's law is tested?
Your announcement says, and agencies differ. Orange County's November 9, 2024 exam tested the law in effect on January 1, 2023; its October 18, 2025 exam tested January 1, 2025. Because the answer is specific to each exam, no page here states a single year as applying everywhere.
Has a person reviewed these questions?
