Planning, supervising and administering police programs

This is the subject area that has no Sergeant counterpart, and it is the clearest signal of what the examination thinks a lieutenant does differently.

A work unit versus a programme

The Department's first-line guide examines a sergeant on supervision — assigning and reviewing work, evaluating performance, handling absenteeism and discipline. The Second- and Third-Line guide replaces that with planning, supervising and administering police programs and activities.

The shift is from the people in front of you to the thing you are running: how an activity is planned, resourced, staffed across tours, measured and adjusted. If you have prepared for a sergeant examination before, this is the area where that preparation does not carry over.

What can honestly be taught here, and what cannot

The administrative principles these questions apply are general public-administration and police-management doctrine. They are not a corpus the Department publishes, and no explanation in this package claims the Department would key a question the same way.

That limit is stated rather than hidden because it is the same limit the Department's own sample carries: the guide's worked examples in this kind of area refute their distractors with unsourced statements of good practice, because that is what the area measures.
