This is not the FDNY exam
No. They are different examinations, written by different administrators, announced on different schedules. If you are applying to the New York City Fire Department, this is not your test — and the reverse is equally true.

Two different administrators
The Firefighter Series covered here is developed and rated by the New York State Department of Civil Service and administered by county, city and town civil service agencies across the state. Its test guide is published on the Department's own site with four named subject areas and a worked sample for each.
New York City runs its own firefighter examination through the Department of Citywide Administrative Services, with its own notice of examination, its own filing periods and its own physical test arrangements. Nothing in this product prepares it.
And two municipalities inside the state run their own
The guide's cover says it applies to all municipalities except Mount Vernon and New Rochelle. If you are applying in either of those, check with that city's own civil service office about which examination you will sit and which guide covers it.
White Plains was on that exclusion list in the guide's previous edition and is not on the current one, so it now sits inside the series. That is the kind of detail worth checking on the cover of the current guide rather than assuming from an older copy.
How to tell which one you are taking
By who published the announcement you applied through. A county, city or town civil service agency announcement that names "Subjects of Examination" and links the state's Firefighter Series test guide is this examination. A notice of examination from NYC DCAS is not.
If you are applying in more than one jurisdiction on the same date, check the cross-filing arrangements in your announcement — Dutchess County, for example, requires a cross-filer form at least two weeks before the test.
