When the exam is held, and how to apply
The state generally schedules the entry-level firefighter examination for the first quarter of the year. Your local civil service agency publishes its own announcement — typically in October or November, depending on the test date — and you apply to that agency rather than to the state.

The cadence
The City of Oneonta's personnel department puts it plainly: "New York State generally schedules the exam for entry-level firefighters during the first quarter of each year", and "the official exam announcement will be released between October and November depending on the test date".
Recent sittings bear that out — Monroe County tested on 10 January 2026 with applications closing the previous 17 November, and Dutchess County tested on 1 March 2025 with applications closing that January. Individual agencies do not all participate every year: Westchester County says its own firefighter examination is usually given once every four years.
What differs between agencies, and it is a lot
Fees, residency and eligibility are set locally. Dutchess County charges a $25 application processing fee and applies a thirty-day residence preference at certification; Monroe County states there is no residency requirement to sit at all.
So are the joining conditions. Monroe requires a New York State EMT certification at any level at the time of appointment; Dutchess requires one only for appointments with four named fire districts. Westchester requires county and state residency and allows a candidate to defer the physical ability test once. Read your own announcement rather than a neighbouring county's.
Getting the official guide
The Department publishes the Firefighter Series test guide free on its own website, and says that test guides for local government examinations are made available sixty days before the date of the written test. Announcements link it by name, and a paper copy can be requested from the municipal civil service agency running your examination.
It is worth reading in full before you start preparing. It is the document that tells you the training lesson section is open book and that a calculator is allowed — two facts that change how you should spend your time.
