The DOCCS Employee Manual, and what it does not show you
DOCCS's public Employees' Manual is real, current, and free to read — and ten of its thirty-four sections are redacted. Here is exactly which, and why that does not stop preparation.

What is redacted, and the pattern behind it
Every one of the ten redacted sections concerns physical inmate custody, a security post, or a tactical response: Supervision of Inmates, Disciplinary Control of Inmates, Escapes/Inmate Disturbances/Other Emergencies (this one completely — every numbered item is a solid black box), Supervision of Inmate Housing Units, Supervision of Gate Areas, Supervision of Wall/Tower Areas, Transportation of Inmates, Firearms and Arsenals, Warrants/Arrests/Transportation of Parolees, and Confiscation of Property/Weapons/Contraband from a Parolee. That is a deliberate security redaction, not an accident of scanning.
What is not redacted, and why it is enough
The other 24 sections are legible, including exactly the ones the announcement's own areas need most: Section 3 (Supervisory and Managerial Responsibilities) lists a Sergeant's supervisory duties almost item for item against what the announcement names, and Section 22 (Uniformed Security Employees) prints DOCCS's own definition of a Sergeant's, Lieutenant's and Captain's scope of authority. Sections 1, 2, 4, 5, 6 and 7 cover the general conduct, records and equipment rules behind the rules-and-procedures area.
The redacted content does not go unanswered where the announcement actually requires it. DOCCS's own public Directive #4944, "Use of Physical Force," and the unredacted Section 21 (Fire Prevention, Fire Fighting and Safety) supply the emergency and security content instead — see the emergency-and-security page.
What this product will never do
No question here cites or paraphrases a redacted section, and none guesses at, infers, or reconstructs what a redacted section might say. Where DOCCS withholds a document, RankHigh says so rather than filling the gap.
