Written material on the New York Local Police Captain exam
Two of the five subject areas are about written material, and the first of them is not one kind of question. The guide describes two distinct tasks inside it, which is a useful thing to know before you decide you are "bad at writing questions".
Area 3 is more than one thing, by the guide's own description
The Department writes that some questions test for the ability to present information clearly and accurately, that they consist of restatements of information given in note form, and that you must choose the best version from each set of four choices. It then writes that other questions test for the ability to organize paragraphs, and that those consist of paragraphs with their sentences out of order.
Those are different abilities. One is about whether a rewritten account still says who did what; the other is about what fixes the order of four sentences — a topic sentence that refers back to nothing, and later sentences carrying a pronoun, an enumerator or a sequence word that can only follow one particular predecessor. Scoring them as a single number would tell you that you are weak at written material when the marks were going somewhere much more specific, so they are trained and reported separately here.
The material is pitched at your rank
The guide adds a short line about this area that is easy to skim past: the content is appropriate for the ranks/levels being tested.
For a Captain candidate that means the notes you are asked to restate and the paragraphs you are asked to order are drawn from the work of the rank, not from a patrol officer's. The ability is the same one; the material it is tested on is not.
Area 4 promises you will not need police knowledge
Understanding and interpreting written material is a separate subject area: short selections, with questions about them. The guide is explicit that you will not be required to have any special knowledge relating to the subject areas of the selections.
That promise is a specification, not reassurance. A reading passage that rewards knowing police work is testing the wrong thing, so it is treated as a defect here and every passage is checked to carry none of the job's vocabulary. Everything needed to answer is on the page in front of you.
