Which New York agencies give the Police Captain exam

The Department of Civil Service writes and rates one test; your own local civil service agency decides when it is held, numbers it, and runs the list that comes out of it. That split explains almost every confusing thing about this examination.

One test, many agencies, separate sittings

Under section 23(2) of the Civil Service Law a local civil service agency can ask the Department to prepare and rate an examination for it. That is what happens here: the paper is the Department's work, and the sitting is your agency's.

The two Captain announcements read for this product were published by the City of Ithaca and by Rockland County, carried separate examination numbers, and were both sat on 9 November 2024. Two agencies on one date, under two numbers, with two eligible lists, is what that arrangement looks like from the outside.

How to tell whether this is your examination

The reliable test is documentary rather than geographic. If your announcement points you at the Department's test guide for the Second- and Third-Line Police Supervisors Series, this is the paper this product prepares.

If it names a different series, or names a book, it is a different examination and preparation written for this one will not fit it.

What differs between agencies, and why we do not answer it for you

The things candidates most want a straight answer about are exactly the things each agency sets for itself: the fee, the minimum qualifications, whether seniority credit exists and on what table, and whether calculators may be brought in. The Ithaca announcement prohibits calculators and publishes a seniority table; the Rockland County one states no seniority credit.

Stating any of those as though it were true statewide would be a plausible sentence that quietly misleads most of the people reading it. So this page names the agencies whose announcements were read, says what differed between them, and sends you to your own.

No Captain announcement later than the two above has been found, so nothing here states when the next sitting is or how often it comes round. An examination cycle is a matter of timing, and preparing for a recurring examination does not wait on one being announced.
