Why the Master Sergeant exam tests two different labor agreements

Sergeant candidates are tested on one collective bargaining agreement. Master Sergeant candidates are tested on two — and confusing them is an easy, avoidable way to lose marks.

Troopers/Special Agents/Sergeants CBA
The bargaining unit BELOW Master Sergeant, effective July 1, 2023 – June 30, 2027 · 3 final items from 19 eligible articles
Master Sergeants CBA
Teamsters Local 700 — this rank's OWN agreement, effective July 1, 2023 – June 30, 2027 · 3 final items from 3 eligible articles (7, 8, 18)
Shared article numbers
Both agreements happen to name an Article 7 (Officer's Bill of Rights), Article 8 (Grievance and Arbitration Procedure) and Article 18 (Seniority) — but they are two separate documents negotiated by two separate bargaining units

Why a Master Sergeant is tested on the Troopers/Sergeants CBA at all

A Master Sergeant supervises troopers, special agents and sergeants — the ranks the Troopers/Special Agents/Sergeants CBA covers. The reading list draws 3 of the 50 final items from that agreement's 19 eligible articles, the same document Sergeant's own exam tests (at a higher item count).

The Master Sergeants' own agreement is a different document

Master Sergeants are represented by Teamsters Local 700 under their own separate collective bargaining agreement, effective the same date range as the Troopers/Sergeants agreement but negotiated independently. The reading list names only 3 eligible articles from it — Officer's Bill of Rights, Grievance and Arbitration Procedure, and Seniority — and draws 3 final items from that small pool.

Sharing article numbers and titles with the other CBA does not mean sharing text. Neither agreement's actual language is publicly available to RankHigh, so items on either one are built from the general public-sector labor-relations principle the article name ordinarily carries — never from an assumed figure borrowed from the other document.
