A city that publishes its snow-clearance order in advance receives fewer complaints than one that explains the order afterwards, even when the two clear their streets in exactly the same sequence. The difference is not information — both cities eventually say the same thing — but timing. A rule published before it is applied reads as a rule; the same rule offered after a resident has waited reads as an excuse, and no amount of accuracy rescues it.
